Despite facing a reduced education budget this year, we were happy to see that the cost per pupil is not only the highest it has ever been, at $23,723 in total per pupil funding, but also this proposed budget includes investments in some of the bold priorities that parent leaders statewide have uplifted to the Governor’s office and legislators over the past six months.

Statement on CA Governor Newsom’s Proposed 2023-2024 Budget

Over the past two years through our statewide advocacy, we’ve elected a steering committee of the most seasoned volunteer Innovate Parent Leaders, representing the priorities of thousands of parents across the state. In addition,

In the fall, they voted on three statewide organizing priorities for this legislative session. Below, we share more about each priority and what this year’s proposed budget includes related to that priority.

    • High-quality tutoring
      • Parents continue to ask the legislature to expand access to high-impact tutoring for all low-income students across California. 
      • The Governor’s proposed budget includes ongoing investments in the College Corps tutoring program. Though the ongoing funding to College Corps is a great start, the investments proposed are not enough to ensure every low-income student across California can access high-impact tutoring. We urge the Governor and legislature to invest additional funds to expand access to high-impact tutoring and provide additional guidance to support districts with using existing carryover recovery funds to be used for high-impact tutoring. We also ask the Governor’s office to work collaboratively with tutoring providers, researchers, parents, and community members to develop and implement a set of guidelines on high-impact tutoring to ensure that the programs being provided by College Corps, districts, and other providers meet evidence based metrics of high-impact tutoring. 
    • Black Student Achievement 
      • Parents across the state are lifting up their voices alongside a coalition of organizations pushing the Governor to follow through on his promise to be unapologetically focused on Black student achievement by dedicating funding to Black students, holding districts accountable for developing key performance indicators for Black student achievement, and engaging Black families in statewide plans around use of funds. 
      • We’re calling for state legislators to invest boldly in Black students, who have been historically underserved. 
      • The Governor’s proposed budget sets aside $300 million in ongoing Prop 98 LCFF funding as an “equity multiplier”, intended to flow towards the lowest performing schools and then be directed to the lowest performing subgroups of students not already receiving additional LCFF supplemental funding. While this funding is a start, estimates show that only a portion of these funds would actually be used to support Black students across our state. We appreciate the Governor’s attempt to support the lowest performing schools and subgroups of students within those schools and we still urge the state to boldly pave the way for a plan around Black student achievement by dedicating funds to serve all Black students across the state.
    • Special Education Translation and Interpretation during the Individualized Education Plan (IEP)  process 
      • Parent leaders urge the legislature & governor to hold districts accountable for providing interpretation and translation services for parents and guardians through the individualized learning plan (IEP) process, by establishing a statewide template for Individualized Education Plans that is translated for use in a wide variety of languages, requiring districts to provide parents with translated IEP documents before IEP meetings, and ensuring high-quality interpretation is provided at IEP meetings, among other asks. 
      • We believe a portion of the cumulative $3.6 billion increase in special education funding that was approved by the Governor and legislature over the past four years and/or new funds should be used to fund this critical language access.

 

Our organization, our collective statewide organization and staff continue to meet with key stakeholders, education policy makers, mission aligned organizations and parents across the state to organize around these key priorities this legislative cycle. We thank the Governor and California legislators for prioritizing education in this year’s state budget.
